Hugh Tulloch (fl 1914-1960s) joined the Prisons and Police Service, Shanghai in 1939 but became a prisoner of war from 1943 to 1945. After the end of the Second World War he became Consulate-General of Shanghai, 1945-1946, Assistant Superintendant, Prisons, Nigeria, from 1947 and Superintendant from 1952. He was made Senior Superintendant, Sierra Leone, from 1956 and Deputy Director, Prisons, 1956-1961.
