Organisational History

The Conservative Research Department was established in November 1929 and rapidly assumed a position of considerable importance in the Party's policy-making process. It advises Party leaders on the formulation of policy, undertakes detailed, long-term research on a wide range of issues, services Party committees from the Leader's Consultative Committee (Shadow Cabinet) downwards, provides authoritative briefs to MPs in preparation for Parliamentary debates, plays a major role in the writing of Party publications and the vetting of Party publicity, and analyses public opinion trends in order to advise the leadership on electoral strategy. Although its importance fluctuates according to the particular concerns of the Party Leader, it has always been, and remains, one of the central departments in Party organisation.

Since 1979 the Conservative Research Department has been contained, organisationally and physically, within Central Office. Before that, however, it was a separate body, housed separately and, for much of its life, organisationally independent also, with its own chairman and director. For this reason its papers have been catalogued separately from those of Central Office.

    General Elections and By-Elections, 1929-1939

        1929 General Election

Following the precedent set by the (Conservative) Cabinet prior to the 1923 and 1924 General Elections, the Cabinet agreed to appoint an Emergency Business Committee at its meeting of 24th April, 1929 so that the 'Lord Chancellor together with any Ministers that might be readily available should henceforward and during the General Election advise the Prime Minister and their colleagues as to the answers to be given to questionnaires put to candidates by various organisations and generally on any other matters of government policy that might be raised during the period of the General Election.' [Source: Memorandum by Sir RB Howorth, Deputy Secretary to the Cabinet, 30/05/1929: shelfmark: CRD 1/7/1]. This Committee sought to bring about liaison between the Cabinet Office, Conservative Central Office, the Conservative Research Department and the Prime Minister's Private Secretary to ensure that a single response on behalf of the Conservative Party to questionnaires sent by organisations was agreed and circulated to Conservative candidates. Another function of the Committee was to draft and approve the Prime Minister's election address.

Standardised format, printed memoranda containing, in succinct form, questions submitted to the Emergency Business Committee for clarification of Party policy during the 1929 General Election. The memoranda were quickly reproduced and circulated to all Conservative Candidates.

Related Material: Questions of Policy have been a feature of Conservative Party general election campaigns since 1923, and the records, generated first by the Cabinet's Emergency Business Committee and later by Conservative Central Office's Questions of Policy Committee, survive from 1929 up to at least 1994. The format has changed little in that time. Records of the respective committees' deliberations during subsequent election campaigns are usually to be found elsewhere amongst the papers of the Conservative Research Department, while the actual responses which were circulated to Conservative Parliamentary Candidates can be found either with the CRD papers, or amongst the Library of Published and Printed Material relating to General Election literature.

1929

        1931 General Election

Prior to the 1923, 1924 and 1929 General Elections the outgoing Conservative Cabinet had appoint an Emergency Business Committee to ensure liaison between the Cabinet Office, Conservative Central Office, and the Prime Minister's Private Secretary to ensure that a single response on behalf of the Conservative Party to questionnaires sent by organisations was agreed and circulated to Conservative candidates. In 1931, in consequence of the National Government and at the initiative of Sir RB Howorth, Deputy Secretary to the Cabinet, a similar Emergency Business Committee was established, but this time with representatives from all three parties. A separate Policy Committee was set up in parallel to deal with questionnaires specifically directed at the Conservative Party.

    Cabinet Conservative Committee, 1934-1935

The Cabinet Conservative Committee was set up by Neville Chamberlain as Chancellor of the Exchequer (and Chairman of the Conservative Research Department) in February 1934, and chaired by Stanley Baldwin. The purpose of the Committee was to provide and re-invigorate the National Government, then still led by Ramsay MacDonald, with policy ideas to take forward as Government policy for the 1935 General Election. It met in the offices of the Conservative Research Department between March 1934 and July 1935.

Joseph Ball, Director of the Conservative Research Department, also attended meetings of the CCC and was closely involved with Chamberlain in developing the policy research undertaken by the CRD on its behalf.

The main committee consisted of all the Conservative members of the Cabinet:

They were joined by the following Peers who, although initially outside the Cabinet, assumed Cabinet positions once Baldwin took over as Prime Minister in June 1935:

In addition, as a Junior Minister, Lt-Col. John Colville, Parliamentary Secretary to the Department of Overseas Trade, was deemed ineligible to be a full member of the CCC but was co-opted to work on both of its sub-committees.

Note: [There is an element of doubt as to the name of this committee as all references to it refer to it simply as the ‘C.C.C’ – nowhere is it described as the ‘Cabinet Conservative Committee’, although its membership consisted of all of the Conservative members of the Cabinet, along with 3 who subsequently joined it. A later [c.1960s?] summary of the work of this Committee describes it as the ‘Conservative Consultative Committee’, but it is not possible to tell whether this is correct. It has been widely referenced as the Cabinet Conservative Committee in academic works on Chamberlain’s policy-making, but this appears to be based on what is probably a duplicate set of CCC papers held with the Chamberlain Papers at Birmingham University Library, and Chamberlain's own private correspondence, in which he also refers to it as the 'CCC'. The committee is not even described as the CCC until its sixth meeting, up to which point it is described as a ‘Conference’. ‘Leader’s Conference’ is the name which Baldwin used to describe his Shadow Cabinet in 1924, which also came to be known as the Conservative Consultative Committee. The resemblance of the CCC to a Shadow Cabinet is striking and this may have been what Chamberlain was striving to create in the peculiar circumstances of the National Government, albeit that the Conservatives were in Government but not leading it, and Chamberlain was not Leader of the Party but was effectively in control of Party policy-making.]

        Sub-Committee A (The Relations of State and Industry), 1934-1935

At the meeting of the full CCC on 27/04/1934 it was agreed to set up a sub-committee to make, ‘recommendations as to the policy to be adopted in dealing with the various matters which have been under examination in the Department’. In practice, the sub-committee came to deal with a variety of subjects but including the relations between the State and Industry; the ‘Most-Favoured Nation’ clause in the UK’s commercial treaties; Nursery School provision; the physique of the nation; non-contributory pension and unemployment.
