Organisational History

The Conservative Research Department was established in November 1929 and rapidly assumed a position of considerable importance in the Party's policy-making process. It advises Party leaders on the formulation of policy, undertakes detailed, long-term research on a wide range of issues, services Party committees from the Leader's Consultative Committee (Shadow Cabinet) downwards, provides authoritative briefs to MPs in preparation for Parliamentary debates, plays a major role in the writing of Party publications and the vetting of Party publicity, and analyses public opinion trends in order to advise the leadership on electoral strategy. Although its importance fluctuates according to the particular concerns of the Party Leader, it has always been, and remains, one of the central departments in Party organisation.

Since 1979 the Conservative Research Department has been contained, organisationally and physically, within Central Office. Before that, however, it was a separate body, housed separately and, for much of its life, organisationally independent also, with its own chairman and director. For this reason its papers have been catalogued separately from those of Central Office.

Internal memoranda and correspondence, including reference to a resolution carried in favour of profit-sharing and co-partnership of capital and labour as a means of alleviating labour unrest, passed at the Conservative Party conference in 1924, before this became official Conservative Party policy in 1946/7. Also mentions encouragement given to these schemes given during debates on the Finance (No. 2) Bill, 25th June 1956. The main gist of the file focuses on encouraging share-ownership by workers, but only after investment in workers’ own security has been satisfactorily provided for – ie, in the form of house ownership and pension. Also, that legislation to enforce compulsory co-partnership schemes should be avoided. Includes correspondence with British businesses such as Tate & Lyle requesting advice on possible methods for providing workers with a financial and proprietary interest in the company

Note: [The Industrial Co-partnership Association was founded in 1884 as the 'Labour Association for Promoting Co-operative Production based on the Co-partnership of the Workers' (known as the Labour Association). In 1901 it became the 'Labour Co-partnership Association'; in 1928 the 'Industrial Co-partnership Association'; and in 1972 the 'Industrial Participation Association'. It took its present name - 'The Involvement and Participation Association' (IPA) - in 1989. The association was incorporated in 1950. Despite its Labour roots, the Conservatives were supportive of its aims in the 1950s]

    Post-War Problems Central Committee, 1939-1946

The Post-War Problems Central Committee was the initiative of RA Butler, then Under-Secretary of State for Foreign Affairs, who proposed the following resolution at the meeting of the Executive Committee of the National Union on 14th May, 1941:

'That with the object of collating and presenting to the Prime Minister the views of the Conservative and Unionist Party on Post-War problems, the Chairman of this Committee should be requested to confer with the Chairman of the Central Council, the Chairman of the Party, the Chief Whip, the Chairman of the 1922 Committee as to the advisability of establishing an ad hoc Committee for that purpose.'

At the next meeting of the Executive Committee, on 9th July, 1941, the resulting report was approved unanimously, and RA Butler was given the responsibility of chairing the new Committee. Initially the following Sub-Committees of the PWPCC were set up, with the subjects to be examined as below:

Appointments were made to the various Sub-Committees and they began their work shortly after. Some Sub-Committees were dissolved comparatively early, such as Social Services (April 1943) and Local Government Reform (February 1944) but others did not produce their final reports until 1945-1946. The Central Committee had discretion to establish additional sub-committees as required, and such as were subsequently created included Housing, Forestry, Social Services, Local Government Reform, and Penal Reform. Other matters which were considered by the Central Committee from late 1944 onwards, included Civil Aviation, Hire-Purchase and Deferred Payment Schemes, Nutrition Policy, and Public Libraries. The Consultative Sub-Committee eventually took on the functions of the main Committee. A Scottish Reconstruction Committee was also set up, with which the Central Committee liaised.

As the work of the Post-War Problems Central Committee progressed, reports of the various sub-committees were published under the shared heading Looking Ahead, and the setting up of 'Looking Ahead Circles' was encouraged to discuss and provide feedback on the reports at local level in the absence of active local Conservative associations during the War.
